白鳥十郎長久の孫と伝わる。大叔父である齋藤伯耆守の跡を継ぎ、山野辺家の城代家老を務める。最上家改易に際しては主君・山野辺光茂（義忠）に従い、のちに水戸藩徳川家に移った。
